There is no way you could bleed out from 25% hp in 5 seconds.
The fact that you START to be black&white at 25% doesn't mean that you can't get a 99% hp shot and be black&white for a few seconds before bleeding out.
It actually happens quite often when shot by a sniper. You have just NOT enough time to drop a dressing, better have your medic his first aid kit ready. ^^
Edit: Not to mention that you can get shot, turn black and white and get shot once again after a few seconds.
It's actually quite easy because of obscured vision. ;]

Black and white does not equal 25% health, it's 25% or less, so as Moonlight said, you can easily bleed out after 5 seconds, if not less.

And judging from what you wrote:
Will turning my setting down on the Geforce card do anything? Before I was playing in 1600x 1200, but now I am playing in 1920x 1200.
I assumed you wanted to remove the black and white.

And talking about being "burned", if you really think that graphics settings have anything to do with how fast you die, you're the one being "burned"

Another poster said it could be something to do with my FPS and I am inclined to believe him. My vast increase in FPS on my new computer makes me wonder if I am dying alot quicker because of this. There was another poster who wrote about this FPS increase problem, or so I am told.

I played this game from day one and I know that something has changed. I tested this for a week and a half before posting here and I can assure you that I am not just been shot by snipers all the time. I am bleeding out withinn 5 seconds, regardless of who shoots me.

@HeXey, Please don't try to put the "BURN" back on me just to eliviate it from the scoffers, they got "BURNED" end of story.

Stop trying to burn anyone! You're just being immature.

To answer you, FPS will not affect how quickly you die. It can make things feel faster since they are running more smoothly, but that doesn't change the actual time that has passed in game. Also, when changing from very low graphics to very high graphics, the game can feel a lot different (more so with a bigger screen), I have gone through this though I haven't had the same reaction you have. And maybe the black and white screen is also affecting your sense of time, you never know.
To answer your last question, no, decreasing your graphics settings will not change anything (unless the above affects apply), it will simply make you want to cry because you could have such better graphics. :P
