[0957] Korengal INS 64 - BLUFOR vehicles don't respawn

Very few of the blufor assets seem to respawn. Including, critically, their only logistics truck. If this truck is destroyed, they have no way to build FOBs or any of the related assets. Haven't observed this trend for other maps, so it seems out of place.

Confirmed tonight, logistics truck died a few minutes into the round (korengal 64 insurgency) and never respawned. Makes for a very broken game on the map
