Yeah, it's Japanese, Okita left it as a easter egg when he made the map, along with two others, I think one of them haven't been found yet... not too sure tho :/

I'm nearly 100% sure it's Chinese (I am Chinese, speak fluently, but fail at reading/writing) but then again, Japanese uses many of the Chinese characters in writing (just in case you guys didn't know that)

Well, I had my parents try to decipher them and they said it didn't make any sense, said it could be a Japanese name translated into Chinese, but the Japanese also use all of those characters, so it could mean something completely different in Japanese.
