About 10 seconds after stopping, and while on the move, one should be completely unable to fire their TOW, or waste any ammo with it. The turret would be active, but clicking the launch button should be akin to trying to shoot with nothing loaded.

Bradleys very obviously aren't made for killing tanks they're for helping infantry to put it simply. The TOW is for when the infantry happen to need a TOW to support them, which is for defensive purposes, which tends to mean standing still for a while.
The TOW was actually used offensively as well, as the job of 11-H was originally for the flank protection of advancing tank brigades. We would move up quickly (in our TOW vehicles) and scan with our greater range (and thermal).

The TOW vehicle (hummer) could even travel with a missile in the tube, but over rough terrain (with possibility of rolling over) we would have stowed.

Ultimately 11-Hs/TOW platoons became battalion level fire support after getting .50s and Mk19. We started getting used for everything: Convoy escort, armor defense, mobile fire support, etc....

I thought occasionally humping a TOW system was bad when I was light infantry (7thID), but the work load increased ten fold after I joined the "Screaming Chickens" .

Maybe with a vehicle that is capable of actually carrying TOWs on the ready and loaded will be capable of playing offensively, but with a vehicle like the Bradley, TOWs are mostly a defensive measure. Even if you can't fire on the move, you need to be able to fire as soon as you stop.

I believe that missiles like the Spike ATGM have a fiber optic wire, but can still be fired on the move, no?
