[0957d] VN-3 doesn't require a crewman kit to drive

Description:
One can drive the Chinese VN-3 without a crewman kit as long as there is no gunner in the vehicle. When the gunner gets in (with a crewman kit) driver's screen goes black, saying he needs a crewman kit.


Steps to Reproduce:
Get in the driver seat of a VN-3 with any kit, you will be able to drive it. Have a crewman get in to the gunner seat, driver suddenly needs a crewman too.
