If you read the comments, the author says it's the PR osprey, he just put it in Jabal to test it.
IIRC the Osprey, just like Harrier, is in the PR files for years, there is just no maps for them to be included in the mod.

Interesting idea and it would give faster transport then the blackhawks. But supposedly its hard to control as in his comments.
