I am not allowed to fly the helicopter, even with a pilot kit?

Hello everyone, this is my first post, please bear with me.

I used to play PR, however that was a long time ago. I just reinstalled, and have been going to co-op servers to get some practice in on the helicopters before I go in a real server. However, I have been to several servers, and all of them, even if I have the pilot kit equipped, give me the error message "You are not allowed in this vehicle position", whenever I enter it. On some servers, it kills my player if I try to enter a second time. But I can watch a team mate come seconds after me, hop in, and fly away.

I apologize that I do not know what servers I have been in. I do know that it has been more than 1, and all I have been in have the same problem.

My system specs are:

OS: Windows 7 64-bit
Memory: 4 GB RAM
Video card: NVidia GTX 260
Processor: Intel i7-860

EDIT = I do not know the map names, however they have all been either the large desert map with MEC and US operations bases on the sides with bunkers in the middle, or the map with the USS Essex and the dam. I am sorry that I dont know any more than that

In co-op there are some flying vehicles that can be operated only by bots. You gotta look for the proper ones. Ask people on the server.
