I don't think this is quite right. No HAT should take two shots if you aim it in the correct place. Usually the rear-side near the engine compartment can put it on fire after a couple of seconds.* To kill MEC tank, it need to be hit with 2 hats, while IDF tank is successfully destroyed with only 1 HAT.
However the IDF Matador HAT is stupidly innaccurate at ranges exceeding 200m, and considering you will hardly ever get that close to enemy armor on IEagle, its effectively useless. I remember a developer commenting that its due to the short time at which it takes to deploy, however this way too big of a tradeoff and it should be much more accurate than it already is.
To be balanced out the BMP-3's should be removed and MTLB's take their place, but with the addition of the BMP-2M it should get a little bit more balanced.
