Whats up with your RAM? You should have all 4GB as "usable". There is something wrong with your system or drivers.
Go into Resource Monitor and check the "Memory" tab. How much "System Reserved" does it say you have? (Shouldn't be more than 10mb) How much RAM does your GPU have (is it onboard, and using 256mb? this would explain it and would be ok).

An onboard video chip is not as efficient as a dedicated card. If you want to play games you should get a decent card.

To determain what kind of lag you are experiencing you should do:
check your FPS: "renderer.drawfps 1" in console, or use Xfire or Fraps
- if your FPS are very low there is a considerable delay in your actions (mouse movement) and the character actions - it is a performance issue (probably too weak gfx card).
- if your FPS freez you are having serious problems with your system

check your Ping: simply open the score tab when it lags and check if your ping is rising to an usually high value (i.e. from 120 to 400) also check if other's pings are rising too. (also verify by asking the others)
- If you are the only one it might be an issue with your network.
- If all are having ping increases this might be a server issue.

Note: Updating your drivers may increase your performance.

You are right, I quoted it wrong I was refering to "Hardware Reserved".
My previous post should have helped you figure out if it is server lag or not.

If you are inclined to say it is a server issue you should probably report it here:
