I checked out the PR Server license agreement which mentioned that passworded, LAN, and singleplayer servers do not require the license and can be run any way they want.
To be clear, am I allowed to host a private, passworded, internet server for two people, my friend and I, to train on? We will be running the community training map.
Sorry if the answer to this is somewhere else.

No you dont need the server files for LAN servers.

You can just do it. Just like you would in Bf2. It is not the same as setting up a server.

If its just for 2 players then as above use the LAN settings and hamachi. If you want to change the spawn time for jets and helis if you want to do flight training then im think you may need the server files.

I'm pretty sure the intent of the rule is that
1) People don't reverse engineer any of the new code the DEV team have so lovingly crafted and added in, then claim it as their own
2) People don't run the servers with settings they want. Back in .5, there were custom servers that played hilariously like vanilla. The DEVs were not amused.

Players might be hardcoded, but that sure doesn't seem to stop anybody from trying.
