Re: Alternate foxholes
what bout new FOB design. i dont know if its possible to build under terrain but if you can you could make a secret FOB wich could not have assets around but would be detected harder by nmys. like this maybe:
this way you would have a 'permament rally point' and enemy wouldnt be able to find it so easy

Re: Alternate foxholes
IIRC it's not possible to "dig" in BF2, if it was possible I assume foxholes would be actual holes instead of sandbags on dirt.
Plus it's not realistic, you should be able to dig FOBs under concrete and other terrains with just shovels...
On topic, good suggestion, foxholes are under used and that could make them more important.

Re: Alternate foxholes
I think that deployable assets in general could use some love. Fighting positions in multiple configurations are a very good place to start. I think that there definitely needs to be at least one with overhead cover to reduce grenade threats, and a linear fighting position to use in tandem with wire would be great. It might also be nice to add a hasty fighting position as well for use by a single soldier. That asset doesn't need to be deployed with a shovel though, using a radio should be just fine, as a soldier shouldn't dig in without his Squad Leader double checking his position anyway. The hasty position could be a small asset perhaps half the size of the current HMG emplacement and maybe two sandbags high on the sides and a single sandbag high in the front. It would not be a lot of cover, but could help an infantry squad that has to "dig in" and hold an area do just that.
Beyond that, Insurgent factions should be able to emplace AA positions (they can use handheld AA, and can mount weapons on ground mounts, it can't be too much of a technological stretch), and should get their own HMG position, perhaps set up similarly to the recoilless rifle position in that it has no sandbag cover around it and can be rotated 360 degrees, but has a limited traverse, depending on current facing. Also, I believe that the insurgent factions should get a deployable roadblock asset. A static similar to the wire obstacle could be used, perhaps with some barrels thrown in. This would give insurgent factions another tool to use to emplace and execute ambushes, and improvised roadblocks are a well documented and widely used tactic.

You can do roadblocks just fine with your own cars.
