[XP]Graphics card problem? lag with low ping

Hi all. After a computer reformat, I've tried reinstalling BF2 and PR to have a little play. Now, previously the game would run perfectly for me with settings at max, but now, when connecting to multiplayer (doesn't occur on single) even on servers with low ping for me I get this horrible, juddering lag. Now I alt+tab'd after joining a multiplayer server, and using game-booster 2 I checked my CPU and RAM stats, and found that the CPU was at 9%, the RAM usage was 1/3 of my max and the pagefile bar was pretty low too.

As I've said, the game used to run perfectly pre-reformat, and I'm using an ATI Radeon HD4850. However, while I can get the display driver to install, I can't get the CCC to run at all, even after a complete uninstall/reinstall using stuff like Driver Cleaner Pro.

So, TL;DR : Is my graphics card screwing up, or is it something else?

UPDATE:

I ran fps with it, which shows it's fine, about 60fps or so, so I'm sure not a processor issue. I tried this with other games, getting decent fps and ping, but lagging graphics.

Can someone please confirm that this issue is likely to be graphics-related, or possibly memory-related (doubtful, though)?

perhaps try different drivers?

if ur ccc isnt showing up, then that's a problem.

Uninstall Ati drivers, reboot in safe-mode and wipe rest of the ati driver stuff with Driver-sweeper etc and then clean install drivers again.

Unfortunately I'm pretty sure that I already tried to do that. I can give it another shot though (I don't think I ran driver sweeper in safe mode)...
