I sometimes have a little ground recon team of 3 people that sneak try take out AA and call CAS on any groups of infantary and on all armour. I have done it so many time on muttrah city its really fun and efficent.
Because not all PR players will be using Mumble, or mumble isn't being used properly during a round, it's likely a good idea to place the CAS crews in direct communications with the ground personnel who will be spotting and marking their targets.
While squad leaders are capable of marking targets, that's not their primary goal. Any team that is properly organized should have at least one element with the specific role of providing recon and observation of the front lines, and spotting targets of priority for air or artillery strikes. And in my opinion, the soldiers assigned to such a recon task should also be the sniper/spotter team.
So by joining the Recon element with the CAS crews, you are generally going to have a much better level of communication between the air crews and the ground crews. It also means that 2 squads can be formed into one, leaving one more slot available for another squad to be formed up (this way you don't have 2 2-man locked squads).
Just remember that different people and different teams will have their own opinions and tactics, so this might not always work as well as planned. In general, it sounds like a smarter way of doing things, but you still need good players that understand the value of communication. It's also important that both the ground and air crews understand their jobs and know how to perform them properly.

That AAAAND the fact that the mumble squad leader channel will not get spammed into oblivion with things most of the team doesn't need to hear. Though I personally think pilots ought to be in the SL channel even if they aren't SLs, makes communication less cumbersome.
