Insurgency Arrest Exploit
When I play as a civi, I usually patrol around looking for Blufor Inf. However, sometimes I rememebr encountering a Blufor squad, they purposely shoot me in the neck or upper chest with a 5.56 round. This sends me to the "coughing and bleeding" screen. Since I can't sprint or see very well, they go for an easy arrest. Can the ROE penalty agaisnt Blufor start when you hit a civi, not kill one?

Under the guise of this not being a suggestion, I must refute your point. The job of a collab is not to patrol around and pick fights with a force that is superiorly armed and trained. Seen and not heard are the keys to a successful collaborators.
Personally, I see it as an exploit that behaving as a shield, stuffing themselves into the back of dumpy, using rocks, playing hopscotch on a tank, etc, are all punishable behavior and that Coalition troops are the only ones expected to perform realistically.

Players might be hardcoded, but that sure doesn't seem to stop anybody from trying.

You make a very good point. Not a bad tactic that! But if they catch you before you bleed out you were too close anyway mate. Anyhow usually I find they just shoot me dead regardless lol.

Collaborates should not be forward scouts. The should be spotters, shields, and medics.
never go off alone, always have a squad member hiding behind a corner from you. Stand in front of your friends as a shield (Hamas and others do it IRL)
Use your hook to get the sniper or yourself up on a building so you can spot for mortars too.
Also, it is pointless ot shoot a civilian with your AR...just shoot him with your shotgun
I have seen games where the civilian shields were a deciding factor, and others where they didnt do anything.
Since INS dont get a combat medic, run around and heal and rez people too. It is better that you dont die a martyr than losing a cache cause people have to spawn far far away.

Getting martyred is like reviving 10 people in terms of intel points so it is certainly worth it
If you are shot by the enemy and are black and white, simply jump off anything and you will die as a martyr( so long as other conditions are already met).
Shotguns are the way to arrest at range and should be treated with the utmost respect because being arresting is like 10 deaths, intel-wise.

It would be neat if civies didn't give you any intel points whatsoever and only carried penalties if shot with any type of weapon, if punched/arrested or if run over/shot with tanks rounds etc.
Only insurgents with weapons would give intel points if arrested.
I know I'll probably get a lot of responses like this: "that would be so unfair, what's the point of arresting them etc etc etc."
Then again I am in favor of civvies being on every type of Middle eastern insurgency map and im for everyone spawning as a civvy at the beginning of the round.

We are all screaming that the civilians' behaviour aren't realistic, but the mortars that you can call without asking to your commander is also unrealistic.
