Late in the match today on Quinling, a friend of mine got warned for not having mumble on by an admin in our squad. I said in chat "My mumble wouldn't link anyways so I just turned it off" to which he said "Are you saying you don't have mumble on Stealth?" I said no, and then he went straight to kicking me without warning, but he failed to kick me for some reason. Round ended shortly after but still. I don't see rules anywhere or anything stating mumble is required, but still he didn't warn me before trying to kick three times.

Right-click on him in mumble and click local mute. In my experience they do.
2) when players ask which team is which they should be told the right one instead of 40 guys sayin the wrong one.
Nothing admins can do about that, take some initiative and compare squad leads names in game with the mumble SL channel to find the correct channel for yourself.

I recall the incident and I believe an admin told him to appeal his ban on the forums, which is the correct procedure and is what you would be told on any server in PR.
The fact that he decided to spam like an idiot for 30 mins in mumble should not be blamed on server admins. And as Tim pointed out: right click > local mute.

Server admins will run their servers the way they want too, if you don't like mumble you don't have to play on that server.
