remove penalty for kit kill after tk

Is it possible to tweak the system, like when you TK someone and you kill an enemy in 5seconds the penalty doesn't effect you.

But what if you are looking for the medic kit, but picks up officer-kit by accident?
Would you die then or should it be some sort of timer?

If you tked a player and a medic is down, then someone else should be the one to find the kit to revive them and you should provide cover.

OR

Have your squad medic revive the players and you provide cover

OR

Communicate very clearly over mumble or team VoIP, so you pick up the right kit.
