He has most likely reskinned the black soldier. 
Agreed, it looks a bit strange. We tried the same with the French soldiers trying to use a white face on a black soldier and it didn't work well.

As you can see I've used the Chinese skins to base my work, but I am still stuck with the African American geometry, so I've tried my best to make things fit. Anyways, I never saw the face in-game, since the model always seems to have glasses. Therefore, I stooped trying to make it look more Asian.
BTW mate, we will have to do some more edits on the kits. I've looked at a tone of reference pics so I have a pretty good idea of the CF kit layouts now:
Helmets: suppose to be french (like you told me), but I still think the USMC are the best fit.
Ammo pouches: USMC also, some are with CADPAT AR and other brownish like the USMC, so I stick to the brown ones.
Bags/hydrapacks: Will need to use the Brits ones since they are the best match
Radio: The radio/headset combo from the Brits also look like the ones used by the CF.
Gun holster: Brit version tied on the leg.
Glasses/Goggles: I would use the ones in the USMC. BTW anyone knows if the transparency function works for player models?
And finally all the rest we discussed before.

You are best reshaping the helmet to what is the unique Canadian helmet shape by moving verticies and edges manually. It's not that hard, select the verts and move them. The NVG mounts look different as well, so it's something you can reshape from the existing set.
As for transparency, it doesn't work. You either have fully opaque or 100% transparent.

I decided to press on with the CADPAT TW modification and came up with this:

I still need to do the 1st person views (arms) and the light infantry versions, but this part of the project is almost over! Next coding and kit edits.
I wanted to have the opinion of the community:
Shall I put camo on the face or not? Personally I don't like it, but I will respect the community's will.
@Chuck I only have BFmesh viewer 2.0 can I do it with that, also you you PM me some tips and tricks for that program (no readme files) so I am still trying to figure out how to see animations and to have the players models with the kit models.

I'm afraid I can't do that since I don't know how to use BF2 Meshviewer's animation tools. If I were you I'd try to get BF2 Editor working.

Well after a few weeks of hard work I am proud to present v.0.1 of my Canadian Forces. I’ve looked at hundreds of reference pictures to come up with theses new textures. Attention to detail was quite high, therefore I’ve added some zoom shoots so you can have a better look. Hopefully you will be able to enjoy them in a future version of PR. I am still torn apart by two things: first camo face or not and second making the uniforms dirty or not. I would really like to have a poll to see what you guys think and will make the proper modifications.

Here are some key features:
- New CADPAT AR and TW textures ()
- New flags, IR patches and ISAF patches
- New faces
- New gloves
- New combat boots
- New ballistic vest
- New details (zippers, pockets, seams, buttons, etc.)
Part two of this project is the kits, which is on standby at the moment until I get the help from a modeler to edit the geometries.
Finally, if someone from the R-DEV team could contact me so they could evaluate my work it would be appreciated.

I can't help you with the face camo, I personally never liked it except for the "green faced men" in vietnam, but I don't know if it's realistic for regulars as well.
about the dirt/mud: the skins are nice, but atm very clean. a little dirt/mud would be good, just don't overdo it. a little dirt around the knees and below (perhaps around the elbows as well) would be enough.

They look impressive however the beard of the first soldier looks very unrealistic. It doesn't fade into the skin (the dropoff is too harsh)
Soldiers have more to worry about than keeping a beard that specific.
