I'm not sure that's true, I think we'd see a lot more duplicate special kits than we do if that were the case.

its true. the reason why we dont see them is simply that the next kit is ready to request after 10 min.. which just few people are able to survive

well this is bug too?It's much effective against infantry thats a 3 HAT kits =)
