How long did this take? I remember reading about two weeks ago that the model is still being done, and BAM its totally completed.

iirc the updates two weeks ago were the bump maps being baked
(taking high poly versions of the vehicle and using it to render a bump map to make a lower poly more optimised model look like it has more details than the model has alone)
I expect at least the base model had been done for a while, awaiting UVing and texturing.

The base model was done in Blender by aXoCHaPo (it was a while ago).
Bao started to fix the model (convertion issues) and add a few details to the turret in May 9th.
He finished the model in May 17th and started the UVmaps.
He started to show the first pics about texture in June 7th.
He finished the texture yesterday.

It looks very top heavy and similar to Canada's LAV-III. Will it roll as bad as the LAV-III does or even worse?

The way the LAV3 behaves isn't intentional. The guy who exported this vehicle messed the center of gravity of the model hence the flipping issue. 
I've fixed it for the next version. (as I did for the BRDM series for 0.95).
It shouldn't flip anymore. (and if it does, you can only blame yourself
)

btw anyone notice how the Vbci somewhat resembles the stryker, lav 25, btr and lav 3 is that a coincidence or what? with the 8x8 wheels front end that comes to a point making a "v" shape and passenger capacity -1/+1

The VBCI has nothing to do with the Stryker/LAV.
But interesting fact, the american Stryler and also the LAV-25/III are based on the swiss MOWAG Piranha. But General Dynamics got the license to build it theirselves.
