This has happened to me once or twice.
I just restarted my computer and problem gone.

is it just PR having trouble?

Might be worth giving your computer a good clean up, even giving it a good dusting inside.

Defrag etc etc

Sounds like something is running in your background or you got a virus. Could be also just dust, dunno. Check your temps and applications running on the task manager.

Could just be normal effects of all the awesomeness that was added to bf2 without proper optimization or something. Seriously can play crisis on high and struggle to play pr on low :( .

Sorry to say but thats utter bs. Optimize your system and find some tweaks, these "I can run ArmA all maxed but PR barely" are all excuse to disguise your lame *** from tweaking your hardware.

Hey Cruzmissile I recall playing with you a couple times.

Anyway, I had similar issues you described in the OP the other day but fortunately for me a quick defrag cleared the issue.

That comment didn't make much sense ... please share these magic tweaks you speak of, that are somehow not necessary for running ArmA :)

Not true. My dads PC(hell even mine) drops down to 15 at times. We BOTH have PCs that MAX the living hell out of Crysis. And we get performance issues on some maps... Trust me, I've tried EVERYTHING there is to no avail. Only hope is .96 for more performance tweaks on the maps...

are you running in compatibility mode and windows 7? (if you are turn it off, it causes lots of problems with BF2, ram leaks and so on)
also is it 32bit or 64bit

You playing on a laptop? This happened to me too. downloaded all sorts of optimization tools, tried all kinds of settings, googling for hours, defrag etc etc.. Eventually i found that the problem probably was that my videocard was overheating, most likely due to dust.
I cant reach my videocard on the laptop, so I took the vacuumclaner, placed the nozzle at the air intake, turned it on, and problem solved.

If you dont know where the problem lies, dont tweak system settings or download different BS "awardwinning" optimization tools unless you KNOW what you are dooing. It will only draw more ram or f*ck up your computer.

It are the maps that are causing the poor performance guys.
Some maps play with 80-100fps, some maps have huge fps drops to 10-20fps.
Even high end pc's have these issues with PR .95, PR versions before 0.9x never had this issue.
I also hope they fixed the maps in 0.96, hardly being able to run a 6 year (?) old engine on new hardware.... :? ??:
