I've been thinking (Not a suggestion... yet just a idea)
the current vannila chat system is ok but the chain of command could use a update. the squad chat channel is fine but the command channel could use some rework.
Firstly you could only talk to the commander and because he doesn't want to hear all of you at once he puts you on mute so important stuff never gets though in time.
Also because you can only talk to the commander it's becomes a nightmare if you want to communicate with other squads. Say the motars to call in corrections.
So what i reckon should be done is the command channel all the squad leaders can hear even when there is no commander. This would allow easy communication between squads or if the squads don't want to get spammed they can mute everything and select one squad they want to talk to. The commander also works on this channel.
saves having to tell the commander to pass on motar corrections onto the motar teams. Also beacause you can have two squads linked to each other via their squad leaders you can have closer co-operation. As a 6 man mechanised infantry squad is just too small to be effective.
it's better to have 2 infanty squad being supported by a APC squad or whatever.
I'm not sure how to incorperate the commader into this.
What's your say guys?

Devs from various BF2 mods have clearly stated that VOIP is hardcoded, meaning that it can't be modified.
This is why many PR players enjoy using Mumble.
Mumble comes with the PR installation, you should give it a go.
It allows SL's to talk between each other via the SL channel which the CO can also listen into if he chooses to be in that channel.
I can't find the Mumble info thread right now, I'm sure someone will be able to find it for you.

Right thanks that's all i need to know.
but mumble is so unreliable there are hardly any servers with decent amount of people using Mumble. Most of the time when i have mumble on i mostly end up using VOIP. Maybe that's just the servers i play on.
Any suggestions for servers?

See Smeg's post. Also, this smells suspiciously of a suggestion outside the correct section.
Closing this, I'm afraid.
