[0966] AR/PPSH Reload Glitch

This is a slight resub of a glitch present for seemingly ever AR/PPSH for every faction, on every map.

I am submitting this for the benefit of yrkidding who can't stand being in my squad anymore because I constantly tap "R" for reload. For the player with the AR/PPSH, with a full magazine, no animation or sound occurs. But for all bystanders, with a full magazine, the animation and sound will ALWAYS fire when "R" is triggered. So it looks like I just keep reloading over and over again.

Any updates on what's going on with this?
