Whats your sensitivity setting in the PR settings-menu?
And what in the Windows mouse sensitivity-settings?

I have this problem too. I can only slightly move it otherwise i cant select nothing.

try setting vehicle mouse sensitivity to 0.5 or less, now your vehicle sensitivity is 10x the normal sensitivity.
look into C:\Users\*splatteri*\Documents\Battlefield 2\Profiles\0001 Controls.con if you have some weird values there
