The map for Kokan seems to use the wrong scale, using a scale of One Big Grid = 75m instead of One Big Grid = 150m, as is the case with Kokan proper.
In other words, the Map Grid for Kokan has the scale for a 1km map, but Kokan is a 2km map.

btw, the map seems very low quality. I find it hard as CO to mark single buildings.

There is a dimension limit to the mini/main map. Once you pass a certain point, data begins to be lost through lack of pixels. A full detailed map would be problematic to load into memory as it would consume too many resources.

iirc minimaps larger than what we use cause issues for ATI cards, so I'm afraid its not really possible to increase quality

Yes, most other minimaps are much better. Single buildings are usually clearly distinguishable but not so on kokan.

Re: [0973] Kokan Map Scale Wrong
Here are some examples from three minimaps: Basrah, Ramiel and Kokan.
The resolution from all is the same, but the latter seems washed out.
Maybe the contrast could be optimised a bit?

Edit:
Here an quick example with applied autocontrast:
