Why doesn't every PR server use mumble?

I am pretty confused and mad.
I thought every server would have mumble users. But nope. The only servers that use mumble that I go in that has people in 24/7

1.Tactical Gamer
2.Coop server USF
3.NWA
4.Hardcored Skilled
5.Sisu.

But cmon? I don't ask much but why don't people use mumble?

Also list is way to short. There are WAY more servers using mumble
