It isn't set as default to try and reduce the amount of slowdowns and crashes from applications conflicting with the OS. The thing he is actually doing there is increasing the virtual memory(not RAM, aka Physical memory) allowed by the PC to 4GB(rather than 2GB), which then allows the applications to use 3GB of memory and leaves the system with 1GB.

Doing the above may in extreme cases increase overall OS crashes as it can fill the memory up fully, and therefore your PC will go very slowly as it searches for where it can store the memory. (as you can imagine, as your memory gets more full, there's less empty pockets to put values, so it has to search more pockets to find an empty one).

I would strongly recommend having more than 3GB of ram if you are going to do the above, or you may be relying upon your page file more, which is inherently slower.
