Hey I noticed today that the Spandrel on Muttrah can still fire while driving when there are bots inside...

Most of bot driven vehicles can do that. I guess they do not operate like humans do and some different laws are up for them. Have you seen how bot jets do bombing on Kashan? Like they drop bombs on laser. I think they use old vanilla type of spotting and once spotted any weapon will hit you very precisely ( again dependent on bot skill difficulty set on server )

The one man Bradley's TOW is the same deal, you can fire it on the move.
