Mouse? Keyboard?
Monitor? Speakers/headphones?
internal DVD drive?
internal hard drive?
In LA< go to Microcenter.com and frys.com , go to retail store, find a combo deal, buy your graphics card online for cheaper than microcenter prices. Sometimes NCIX.com also has good deals in LA retail store.
you are looking for a ((AMD Phenom II x4 BE cpu) or (AMD fx4100 BE cpu)) + free motherboard combo.
buy a cheap case, under $40 if possible.
buy a cheap 500W power supply, something like the ModXstream 500w,
buy a ATI/AMD radeon hd 6770 graphics card.
buy $20 dvd drive if you can't pull out your existing one,
buy cheap 4gb RAM (2 x 2gb), you can get ddr3 1333 to save money
stick to a radeon HD card because it draws less Watts, so you can use a 500W PSU instead of more expensive 600W.
HArd drives are expensive due to Thailand flooding and order backlogs, microcenter sells refurbished hard drives, you can look at that to save some money.
That's all there is to it.

What is the brand and model of the HDD? If you don't need an upgrade, then I would either save the money or invest it in better parts. The CPU upgrade that rushn suggested is pretty good, but I would suggest investing your money in a good case. If you buy a good case now, you won't have to buy a new one down the road for a future build, unlike computer hardware that becomes obsolete over time. For your use a six core processor is an overkill anyway (unless you plan on playing games like ArmA 3, in which case I highly recommend the upgrade).

How to determine your hard drive model number in Windows or MacOS
A comparison website for HDDs, to see if your HDD will be a bottleneck or not:
type in your model in this serach:
PassMark Software - Hard Drive Benchmark Charts
Also, just google your hdd model, see what the specs are.
Post the info here if you want opinions from the peanut gallery.
If the HDD is good, obviously use the money to buy the new monitor.
Check for deals at staples, office depot, etc. then find online coupons to make it an even better deal.. You can PM meand I'll give you more info on the process.

You should be able to get a monitor for under $100, however you live in the state of fruits and nuts so you got that environmental recycling tax if you buy from in state. SO maybe online is cheaper.
