After reinstalling BF2 and PR you really need to defrag your hard drive.
Especially true for the larger files in the PR mod, they are probably in many fragments all over your hard drive.

What version of BF2 do you have? Steam, EA Origin, retail DVD, etc.
What OS do you have, and is it 32 or 64 bit?

Defrag the hard drive,
check your firewall/antivirus, make sure it's not blocking PR, put them in to "game mode" if they have the option.
