PR:BF2 over LAN
Was wondering if I could play with my bro over a lan connection seeing as how neither of us are 18, and therefore not allowed to obtain a server license. Via Co-op matches I would presume.

Why don't you play on multiplayer servers with everyone else? You only need a server licence if you want to host an actual server.

There are Coop servers on which you and your brother can both join and practice.
=RW= have a coop training server that's good for training, and with instant spawn of vehicles.

You could go on empty co-op server with your brother if you want to be alone.

You can use a programme such as Hamachi, others available, to create a virtual LAN. This will allow you to play co-op on your PC and have others connect.
For VOIP either use a host, such as teamspeak, if you have access or use Skype.

As Strima said, use Hamachi. Simply connect to the same network, and set up a local server. The person who's not the host connects to the IP showed on Hamachi.

Re: PR:BF2 over LAN
If you already are on LAN then there is no reason to use Hamachi as all that dose it create a fake LAN over the internet. Using it would just result in worse pings, as the connection would go over your LAN, to your router, though the internet, bounce off a server and back to your LAN to another system on it, rather than going directly to that PC its trying to go to over the LAN. Its kinda like taking a trip from London to Reading and taking a detour to Scotland just for the scenery... And for thous of you who do not know the UK here is a map to show it
