Graphic and processor load 24% , low fps?
This might be a noob question as i do not know alot about these things .. If my load percent is below 30%, for both the processor and my graphic card , and the game has low fps , do I need to somehow enable my hardware to be able to use more than 30%?

No there are other factors. RAM speed, HDD speed and health, fragmentation, background processes, powersaving features.
About how low FPS are we talking about here? Post your specs with OS version.

This is normal in PR, there are inherent bottlenecks in the BF2 engine that PR has exacerbated by taking the BF2 engine to its limits...
Unfortunately you just kinda have to deal with it. I've heard faster processors help alleviate the issue somewhat, but regardless of hardware specs, you're going to be running very low % utilization in PR's static-heavy maps.

When im in a forest (lets say barracuda) it drops to 10 from 25-30.
I have an AMD Redeon 4300/4500 and an Intel Pentium 4 3.0Ghz and 2Gb RAM (Im overclocking the AMD to the max and the processor to about 3.2 ghz)
I also have the black spots issue if that changes anything (tried everything to solve this one but nothing works).

Things you can do is to clear your shaders cache first. Is located in My Documents> Battlefiled2 > mods> bf2> cache>
Delete any folder you find below that point. Open PR and adjust settings, put them a bit lower especially lightning and textures and turn off AA. If you use onboard sound device put it on hardware> medium.
Join some server ( it will optimize shaders while loading map, so be patient it may take some time ) and then see what happens.
General recommendation is to get more RAM ( another 1GB if you run 32bit system or another 2Gb in case its 64bit ). OCing CPU might help but not much since its I assume LGA 775 Pentium with DDR2 and PCI-E slot for GPU?
If its a DDR1 ( aka DDR400 ) I wouldn't bother getting some more since its very expensive atm, and not worth it. Consider upgrading to more future proof platform if that's the case.
OCing GPU will not help much either but its all up to you. Test and see how it performs.
As for black spots it should be problem with some Radeons and AA on or something, cant remember and I own nVidia. Which CCC do you use? 12.1? Try the latest 12.3 if its compatible with your card they claim its better, if not revert to 11.3 or 11.6 version.

I will try doing that. And for the black spots , i remember fixing them but then my pc got broken and i gues they upgraded the drivers to 12.3 and since then it shows them again.
Another question , do the black spots decrase fps or are they just a visual bug?

That's just a visual thing. Or did you have better fps before your pc got broken?
