Same problem I had, right click on the PR Shortcut, and in "target" delete /mods/pr in the line, so it redirects to your BF2 Root folder. PR Is trying to find BF2.exe and since it isn't located in BF2/Mods/pr it can't launch. From what you're saying BF2.exe isn't even running so this might help you.
(Note, the line i'm talking about is the one below the Pr.exe one , not the pr.Exe one don't touch it).

Ok here is an update for me:
By placing the BF2.exe file in the pr folder and leaving start in with including \mods\pr it will actually start bf2.exe (although it then crashes while loading) but when I delete the \mods\pr bit in start in it won't open bf2.exe at all.
I can run FH2 easily on this so I don't know what is wrong.

New update, I have moved some of the bf2 .dll files and the bf2.exe into the pr folder as I noticed that when I use pr it tries to create a bf2.exe file (with 0 bits). Now it says the program can't start because dice_py.dll is missing from your computer.

Hey, you shouldn't move around .DLL like that as it changes their registery keys and may create conflict. I'll recommend moving everything where it was supposed to be and launch CCleaner to clean up the Registery.

Ok, I tested an old version of PR on one of my old external hard-drives and that works. I think it may really be a shortcut issue of some sort.

To be sure delete your shortcut and go to Battlefiel2>mods>pr game folder. Find pr.exe right click on it and send to desktop. Only if your installation files got corrupted during download, or AV/IS is blocking some of the game files.
Please dont use any shortcuts, and open ..\Battlefield2\mods\pr\ and right click on pr.exe and select run as administrator.
If this wont run I honestly dont know what else to do with this. Either you messed up the registry entries somehow, or some of the files needed for launching are missing, or corrupt.
Best deal at this point would be to do a complete reinstall of BF2 and all the mods, and make sure your BF2 is up to date, and operational before you try to install any mods.

Also check your system for malware, disable AV software while installing, and if possible redownload all the patches and install files to avoid corruption.

Ok, I used the Project Reality from the folder and that didn't help. Also I have to copies of all the download files and I tried a full re-installation also. Still nothing but maybe I can try to reinstall again...
