Windowed Mode
I can't drag my PR game window when I put PR into windowed mode by creating a shortcut of the pr.exe in my steam folder, and adding +fullscreen 0 to the end of the target in properties of the pr.exe shortcut. Is this normal?

Pretty much, yes. Though you may be able to do this once you run PR in windowed mode:
Hold "alt", then press "spacebar", then release both. A menu should appear. Choose "move" and move the window around. If at first your window doesn't move, use the arrow keys to move it any position you want, after that, you can use the mouse to position it the way you want.
