Well, this isn't just PR-related but also vanilla BF2 but I guess I can post it here nevertheless..
So my problem is that I can't access the account server, i.e. I can't retrieve my account, create a new one or log in to the game. When retrieving my account if I choose to retrieve using my email it says either my mail or my password is wrong (they're not). If I try to retrieve my account using my nick the game says server has refused connection. If I try to create a new account, it also says server has refused connection.
Luckily I do have my quite Windows installation still on another HDD so I decided to pick my BF2 profile from there and pasted into my current installation. Yet when logging in, the game says server has refused connection. Yesterday I actually managed to log in just fine, but today the problem has returned again.
The game itself is not the problem, I made an offline account and can play PR single player just fine without any issues. Although when making an offline account, the game says I'm not running PR without starting it from pr.exe, which is not true. Anyway the offline account is there next time I open PR.
I've tried reinstalling BF2 and PR both, opening ports required by BF2 in my router settings, disabling my firewall, setting pr.exe and bf2.exe in XP compatibility mode and running both as an administrator. Nothing helps. Is there any way to solve this issue?
I have 64-bit Windows 7 ultimate. My PC specs are an Intel i3570K processor, HD6870, 8GB RAM though I don't think hardware is the issue here.

Okay I managed to solve the issue, it was Peerblock blocking the connection. Stupid me..Thread can be closed.

Hah, when Peerblock was first starting I thought it was great, then stuff like this started to happen to everyone. Everytime Peerblock updated it would block my Uni's IP addresses, making it impossible to connect to the HTTP based email system.
Cheers for finding your own fix, I'll make a mental note that Peerblock is blocking the Gamespy or something IPs.
