Operation Marlin featuring MEC/Canada/INS is temporary solution as a beta test (so to say). In PR1.0 Operation Marlin will be played with NATO forces (French forces) therefor Canada is just a temporary replacement, so there is no need for changing that. But I do agree with you if Canada at some point will be against insurgents that the need of restrainers is important and considering if this will happen I'm pretty sure the DEVs will replace the knives with restrainers.

No, only restrainers and shotguns
