They can have dynamic shadows as they are, its just not a good idea to give them any and randomization is possible without making them a vehicle, but again, not a good idea.

Will there be deployable heavy artillery in 1.0 for the 4KM maps? Since mortars are almost useless in mobile warfare with their short range.

Yes...a weapon that can fire almost across half the map is completely useless.
