low performance

For some reason i'm stuck with old PC which is
P4 531 3.0 GHz
3GB dual-channel RAM
NV 8600 GTS (in low-power mode, the driver says its not enough power for it)
300W PSU

What i got is minimal 15 FPS, never drops below 15, no matter is it LOW settings 800x600 or HIGH 1920x1080
(i've used renderer.drawfps 1 command)

It can be 30-40 FPS when not much objects on screen or even 60 (on muttrah carrier)

So i think its all because of PSU, but i'm not sure. Any guesses?

Could also be the CPU bottlenecking the game.
But yes, the PSU is the other possible bottleneck.
You can open up the PC case and see what power supply is in the computer.
Power Supplies degrade over time, about 5% of wattage per year, so if the power supply is quite old , it could be producing significantly less watts than advertised.

I did some benchmarks and figured that power is enough (additional power for GPU is just unplugged), CPU is possible bottleneck
But then i searched through this forum and found this:
Pentium 4 Prescott at 3.00 GHz (No OC'ing due to that being impossible with a Dell)
2GB DDR2 SB RAM PC4300 533MHz (1GB Kingston - 1 GB Samsung)
256mb Evga 7900 GT KO volt modded and OC'd to GTX speeds (650/1720)
I'm able to run maxed out, with 8xAA and 16xAF forced through the nVidia CP. I run 4x AA normally just because the fps is more comfortable.
OCed it to 3.8GHz, 8-10 fps gained, but still stuck at solid 15 fps in action. Is anyone else out there playing with similar CPU?

The 256mb Evga 7900 GT KO volt modded and OC'd to GTX speeds (650/1720) is almost twice as powerful a GPU as your video card.

Benchmarking this video card to Company of Heroes shows it requires lower resolution to increase FPS

8600 can't be bottleneck because GFX settings does not affects fps, i'm getting the same with LOW and HIGH, i've also played with it before with different CPU, its good enough to handle low gfx with 70-100 fps at least.

Also noticed that post is dated with 2007, so it's about PR 0.6 :(

What drivers and driver version are you using?

IF you are confident it's not the hardware causing the problem,
maybe
uninstall GPU drivers,
try DriveSweeper to completely uninstall any remaining bits of the drivers,
and download and install newer GPU drivers?

Specifically, those old video cards throttle down when the temp is over 60C.

Unwinder hosted custom drivers for your video card that solved this. This was so long ago I forgot more than I remember about this issue, go find the old forceware drivers that had custom settings in BIOS etc and try it.
