I applied for one... but then it said no server found at port or something
so I have to set one up first? kinda weird...
I would like to know if I can get a PR server license before I go out of my way to set one up
Regardless, what are all the necessary steps for setting up a server?
And what are some recommended system/internet requirements
I have a computer with a 965 AMD quad core CPU and 8 gigs 1600 mhz ram
I also have a 30 meg connection through insight

Your main problem is you didn't bother reading the license page before applying. Heck, the bit about having a server running before applying is even highlighted in red!
However, from your post it would seem you wish to host your server from a domestic connection. We do not issue licenses for home hosted servers. This is also stated in the license app, underlined for clarity ...
There are plenty of server hosts who can provide a suitably specced server for you.
