This sort of already exists...
Check the Server Feedback Forums.
Most servers (me included) link it to their own website that way if they update rules its automatically updated @ Realitymod as well.
Not everyone does post their server rules on those pages though

some kind of integration with PRSPY would be great, before entering the server you could click in a link , read the server rules real fast ... and join in
the server rules could be one of the requirements to apply for a licence ... have your server rules always updated in the pr forum.

I find most server rules fall under the "this should be obvious" section.
"basic etiquette" Don't be an *** to others, treat others respectfully, no cheating that kind of stuff. Should not need explanation.
in PR there's the added catagory of "realism rules" like no road killing (since IRL this would damage your car and a squad could more easily kill a driver IRL than in game. also dodge.) wasting assets or any other unrealistic behavior which can only physically be achieved in a game. All of which should also be obvious to a player. Just act as though everything in game has the same limitations as they would in the real world.
Final catagory is "gameplay etiquette" no spawn campin, no base raping etc. All of which should also be obvious. If a server allows certain behaviors it will likely be apparent very quickly. Some servers broadcast these in big green or orange letters, for example "BASE RAPING ALLOWED" so they don't have idiots complaining about it happening.
so all in all, the real solution here is to not be stupid. I have never once read server rules, nor has anyone ever enlightened me to any of them. Yet i have never been kicked or banned for breaking any rules. Be nice and act realistically, thats all you need to get by. If you do unknowingly break a rule, respectfully acknowledge the admin that warns you and adjust your behavior as required.

Specific erver rules should be Posted on a loading screen box If there are servers with different rules than other servers such as times to create squads or attacking main bases they should be posted while you load so you can see any important information.
