VOIP Hot Key Not Working

Windows Vista 64
PR BF2 0.98

I cannot get my voip to work. I have checked bf2 vanilla settings and all is in order. B is my hot key. I've tried using a different key with no luck. I can't even get the voip icon to light up. I thought maybe it was the server disabling voip, not the case though. Mumble works fine.

Help!!!
