Sounds like physical damage to card. Maybe memory damage or something. Try get different drivers if possible. If that does not help, something is physically damaged, not the software side.

download this.
Driver Fusion - The Complete Driver Solution

install it, run it, completely uninstall the Radeon drivers.

REBOOT.

Do NOT allow the new hard ware wizard to install drivers.

Download the HD7770 drivers directly from either AMD.com or the GPU manufacturer's website.

Install the drivers, make sure to do a custom install so no junkware is added in the installation.

REBOOT.

You should then be good to go, though on some games you might need to delete the shaders caches once, especially with BF2 and PR.

Dang it,

See if you can uninstall the device in device manager.

See if you can revert drivers.

Please tell us,
manufacturer of the card,
motherboard,
operating system,
32 or 64 bit OS?

The answer is here:
Hardware Code 19 - drivers - windows-7

1. Click Start.
2. Click Run.
3. In the "Open" field type REGEDIT.
4. Click OK.
5. Click "File" in the menu bar.
6. Click "Export" from the drop down menu this will open a new box.
7. Click the down arrow beside "Save In" and select "Local Disk (C".
8. In the File Name field type BACKUP.REG.
9. Verify that under the ?Export Range?, that the radio button is beside "All".
10. Click Save.
11. Click the plus sign (+) beside HKEY_LOCAL_MACHINE.
12. Click the plus sign (+) beside System.
13. Click the plus sign (+) beside CurrentControlSet.
14. Click the plus sign (+) beside Control.
15. Click the plus sign (+) beside Class.
16.
As unlikely as it seems, I was able to resolve a VIDEO problem with this technique. The error seems to be common for CD/DVD's (think I saw it a couple years ago myself) but it can and does happen to other devices as well.

In my case, the video driver would not load properly. So I was stuck with generic standard VGA (stinks on my wide screen monitor!!!). Exact same error in Device Manager on the Display item (blah blah Code 19). Problem started after some incomplete patching after a reboot (tried to do too many patches at once I think).

So I went looking, and sure enough under

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\

there are about twenty similar looking keys

{4D36E968-E325-11CE-BFC1-08002BE10318} vs.
{4D36E965-E325-11CE-BFC1-08002BE10318}
-------^^
One had keys '(Default)' = Display Adaptors and 'Class' = Display

and there was an 'UpperFilters' = pivot

(pivot being the crummy utility that screwed me up, which I had uninstalled in my troubleshooting efforts- or tried to, I am guessing the system was locked into trying to load the missing utility)

renamed it to 'UpperFilters.bak' and rebooted. Full screen goodness resulted !!!
17. In the right hand window pane select the UpperFilters registry key and renamed it to 'UpperFilters.bak'
18. Confirm with an OK.
19. In the right hand window pane select the LowerFilters registry key and renamed it to 'LowerFilters.bak' and
20. Confirm with an OK.
21. Click the "X" in the upper right hand corner of the Registry Editor window to close it.

reboot.

Full screen goodness results !!!
