It sounded like a remix more then the original. But it's still kinda funny.

They sound different, here's the one from PR, the one in Top Gear doesn't have the weird arabic instrument.

well, alkali is a professional music artist. I don't see why it's not likely that the BBC or whatever licensed/bought this song and uses it.

That's the same song. You can tell by noticing the same drum pattern and the "lead" part - by that I mean the instrument which clearly can be hear from 00:25-00:30 in the original (notice how it actually starts quietly in the originals' 00:02 second, just before the "weird arabic instrument #1" solo). The only difference is that it doesn't contain the solos of two "weird arabic instruments" (first one sounds like it's wind instrument, second - stringed). The parts of the song are in same scale as PR's. Oh, and I only checked (listened) until the originals 00:40 second.
So did the autor sell his music (if that - congrats to the author) or did they steal it? That's the question here.

Most of PirateX's musics are free to use so I guess that it's one of his, unless it's Alkali's.

Yeah, it's Desert Heat by PirateX. I heard Terracotta by PirateX (also in the PR soundtrack) as well on Fifth-Gear a long time ago.
