is it just me or is it a bug, i been playing pr now for a couple of weeks and it seems that every game that i join the game play is not smooth at all, its like having lag but i get around 100FPS with average 50ping. the textures also on high go black, like sandbags or bunkers but on low to medium its fine??
Can some one help me please thanks.

In regards to CIA server,
It is the server hosting companies.
Something is wrong there, either physically, older degrading hardware, saturated fiber optic connection, bad fiber optic switch, or could be a problem with the physical server, i.e. RAM or CPU going bad. Or the server host has bandwidth limited the PR server, or something.
The server stutters syncing the netcode, and the clients drop frames to catch up to the stream of netcode.
(netcode being the state of vehicles, which way players are running/facing/bullets in motion etc)
We're all experiencing the same problems, it's generally referred to as dropped frames lag.

IT's on the server side, not your PC (client) side, it's outside of our control, the Server admin's, or more specifically whoever personally pays the bill for the server rental, that needs to negotiate with the server provider company to get this resolved.
