Reduce the commander marker delay

the commander marker delay take to much time, and sometimes you cannot add info about battlefield because you need to wait to much.

make i 8 times faster will do the job.

anyone how dislikes this suggestion should try play has commander and see for you self. trust me i know what i talking about.

This was originally done to prevent attacks on servers by spamming crates and whatnot. It has since been solved and you'll see a change in v1.0.
