You're right. For Officers in the Canadian Forces, it is required that they are perfectly bilingual. Soldiers are different. If they're from Quebec, they speak French, obviously, and they are put in the french-speaking regiment. If they don't speak French, well... They're put in any other regiment
I don't know if the DEVs want to make two CF factions, though...
