It also makes sense for BF2 not to have the "terrorist stereotype uniform" since the MEC is depicted as a conventionally organized and equipped army, and not a guerilla / terrorist / insurgent force.
However, it is also stupid to remove the shemagh, as it is simply an article of clothing, and a very practical and widely used one in that part of the world. You will see regular troops wear them over or under their preotective headgear. Our soldiers even wear them (not just special ops to blend in) because it keeps the dust out of your nose and mouth and protects your neck from the sun.
It can only be considered a terrorist distinctive sign if it comes in certain colors associated with a terrorist or guerilla group; PLO at one time had distinctively patterned shemaghs, just as the Viet Cong and Khmer Rouge had checker-patterened scarves.
That having been said, the MEC (or whatever faction it evolves into in PR) may be a conventional force on some maps and a guerilla force on others, so you may or may not see the shemagh back in PR.
