Why iraqi insurgents can't resquest kits ?

I was wondering the reason why iraqi insurgents can't request kits on the cache.

There are only some special kits like RPG and PKM Kits, its intended that not everyone can get these kits so you have to pickup them from cache or mainbaise and not request them. For Squadleader Kit i think it will be requestable at cache in 1.0.
