A remnant from previous fixes apparently.
An ARF squadleader gets usual notification "Rally Point rearmed and ready to use". When you try to place the RP it says "Not available for your forces". (I know that ARF rally points were recently removed).

Happened to me as ARF commander two days ago too and while your on the point of ARF and notifications... all the waypoints for informants as ARF commander were constantly reporting contact and when I would drive around some it seems like there was none, either that or I need to space out my waypoints further.
