Try to focus more on progress towards fixes and dialogue rather than get involved in arguments about someone being at fault for this. I too have quite big issues with low FPS in the new version of PR.
All FPS are measured on Ramiel Alt (except for the MP test where I joined a server with Muttrah) with me being on the edge of the map and looking towards the center of the map.
Firstly, my graphic card is being barely used while playing. This means that low FPS issues are not caused by insufficient GPU power. I've been testing in SP mode, with no bots. With all settings set to high I get around 35 FPS and with all settings set to low I get around 42 FPS.
So this means that the problem is CPU based. One side of the problem could be that the BF2 engine is 8 years old, which means that the game probably runs in a single thread. So even with a processor, that has more than one core, the game can only use one core.
PRBF2.exe uses around 30% of CPU while playing. PRLanucher.exe doesn't seem to generate any major CPU usage while playing.
Then I tried adding bots. With 48 bots, things get quite bad. I get around 22 FPS, but this is because AI logic requires some CPU, and running 48 bots isn't a negligible task.
The next thing I tried to do was joining an empty server, which turned out great. I still had around 40 FPS, which is good enough for me.
So the problem has to be with either 100p servers or the game trying to handle 100 players at once or the combination of both. But this is purely a CPU based problem!

Today again, map changed and a lot of people had to restart their game because AS USUAL it went up to 100% CPU. Terribly poorly optimized, I can't wait for the moment this will be fixed. (if it hopefully ever will)

I have had the same issues before, running a 6 year old build.
My solution: Everything set to low, except effects set to medium.
10-20fps with all low settings, 30-80fps with effects on medium. I know it's weird, but it works.

Just tried to play a round on Dovre and I was only getting about 15 fps. In .98 I would get 50+ fps.
