win 7 c++ problem
when i start pr it says i need c++ so i go and download c++ but when i try to install it says "The windows installer can not be accessed this can occur if the windows installer is not correctly installed" something along those lines. What do i do?

If this doesn't work post your system specs and a screenshot of the error(or the exact message) for more help.

Well, I had the problem and while writing and willing to do a screenshot I went in "add and remove" and clicked "repair" on both 2012 C++ version (x64 and x86) and it fixed my problem. So I thought I'll post it if anyone had that issue.
I think you need both so it runs flawlessly, but that is just a guess. (x64 and x86)
Hopes this will help someone.
PS: The error message says you need update 1, but actually it will download update 3... That's okay!

Have you turned off core Windows Services? Using Gamebooster? Pirated copy of windows?
You have a legitmate problems with your windows 7 installation.
Go to control panel-> programs- see if Windows Installer is in your add/remove programs list.
Try to download and install this:
Download Windows Installer 4.5 Redistributable from Official Microsoft Download Center
you need to find the source of the problem, something either broke, removed, prevented from starting, or maliciously altered your Windows Installer service.

upon trying to repair winodws installer ( by reinstalling ) I received this error. im not using gamebooster, nor a pirated copy.

This is beyond what I can help you with, this is a Windows OS level problem that can occur for a variety of reasons and takes a serious troubleshooting effort to fix.
If you have a technically inclined friend/family member who you trust with your PC, it's time to give them a call.
If you can backup all your files, a format and reinstall of Windows might be a possible route.
